What is happening?
New Zealand repealed the Three Waters programme through the Water Services Acts Repeal Act 2024, which passed on 2024-02-14. The replacement programme, Local Water Done Well, arrived in three further pieces of legislation. The Local Government (Water Services Preliminary Arrangements) Act 2024 received royal assent on 2024-09-02 and required every council to file a Water Services Delivery Plan by 2025-09-03, a deadline later extended to 2025-10-01 after a mid-winter flood emergency. The Local Government (Water Services) Act 2025 had its third reading on 2025-08-19.
The plans filed under that requirement carried an estimated NZD 47.9 billion of water services investment over the ten years to June 2034 — NZD 17 billion for drinking water, NZD 22.5 billion for wastewater and NZD 8 billion for stormwater. By December 2025 the Minister of Local Government put the confirmed total across all approved plans at NZD 49.7 billion, describing it as nearly NZD 9 billion above what the previous long-term plans of councils carried, because of new compliance requirements.
The figure most often placed beside those plans is a thirty-year national need of NZD 120 to 185 billion. It originates in analysis from the Three Waters era and was still in use in 2026 debate about whether the ten-year commitment is adequate. Two things were tried at once. The delivery structure was rebuilt, which changed who plans and who borrows, and the compliance requirements were tightened, which raised what the plans had to contain. Neither step changed where the money comes from, and the third question, how much money is enough nationally, was not assigned to anyone.

Why is it still unsolved?
Cost structure — the money is raised where the pipes are, and the pipes are not distributed the way the people are.
Water services are planned, priced and borrowed against one council at a time, so a national standard divides across whatever number of bills that district happens to contain. The reform changed the container. Forty-four of roughly sixty-seven councils moved delivery into a council-controlled organisation and twenty-three kept it in-house, and the stated case for the new structures is that they unlock cheaper financing. In both models the revenue still comes from the households and businesses attached to that particular network. A treatment plant that meets a national requirement costs roughly the same to build whether five thousand or fifty thousand connections share the bill, and the projected household range of roughly NZD 900 to NZD 1,800 a year is that arithmetic showing through.
The second part is that the size of the task is not agreed. A ten-year plan total and a thirty-year replacement estimate are quoted in the same conversation as though they were the same kind of number. They are not. Until one is restated on the terms of the other, there is no quantity to fund, no date to fund it by, and no way to tell an underfunded plan from an adequate one. The two figures appear together in the reporting opened here and no source opened here performs the conversion.
The third part is that the sufficiency question has no owner. (a) alone is weaker than it looks. A reconciliation is an arithmetic exercise, and the answer depends entirely on the escalation rate and the first-decade share chosen. Two bodies could publish two reconciliations that differ by tens of billions without either being wrong, and a published number is not the same as a funded one.
(b) alone is worse. Overflow counts move with rainfall. A dry year lowers them and a wet one raises them, independently of any pipe being replaced. Consent renewal counts move as consents expire on their own schedule rather than as the network improves. The 2024/25 report is also the most recent one opened here, so there is not yet a run of years to read a trend from.

The sources establish the institutional side of that population without ever sizing it: roughly 67 territorial councils historically supplied the bulk of those urban services, every mainland territorial authority had an approved Water Services Delivery Plan as of 2026-07, and 44 councils moved delivery into a council-controlled organisation while 23 kept it in-house. None of those figures converts into people. The only national head count located was an estimated resident population of about 5.36 million at 2026-03-31, and it fails on two counts at once: it could not be confirmed in this round, because only the page title loaded and the figure was not read from the release itself, and it is the wrong term even if confirmed, because the difference between residents of the country and connections to a council network is not quantified in any source opened here.
